Warren Ottenbreit

Chairman

On May 19, 1981, I became a member of class #63 and served the Edmonton Police Service for 26 years in the areas of Patrol, Communications, Tactical, CIS, Youth Unit, Polygraph and Gang Unit. I retired in April 2007. I worked in Human Resources conducting Background investigation for the Selection Unit of Recruiting for a period of 9 months prior to joining WCB as an Investigator in 2008. I fully retired in September, 2020. I married my wife, Jane, in 1981 and we have three children. We also have five grand daughters who we thoroughly enjoy and spoil.

On November 25, 1965, I joined the Edmonton Police Department as a Cadet Constable and in September 1967, I joined Recruit Class #26. On April 12, 1969, I married my lovely wife, Joanne and raised two sons, Todd and Trevor. During my career with the Edmonton Police Service, I worked in Patrol, Court and Summons Section, Identification Section, Fraud & Commercial Crimes Unit, Crime Stoppers, CIS West Division, Youth Section, South Division, the Chief’s Office, Downtown Division and Major Crimes Division. On April 11, 1997, after serving over 31 years with the EPS, I accepted a voluntary severance package along with 100 other Edmonton Police Officers and retired as a Superintendent. In retirement, I incorporated a company specializing in professional misconduct investigations within the Health profession. I also turned to teaching, coordinating and instructing a Criminal Justice program at Yellowhead Tribal College in Edmonton. The students were First Nations and Metis interested in seeking a career in policing, corrections and private security. In 2003, I became Senior Advisor to the Alberta Metis Settlements Ombudsman (MSO), investigating allegations of administrative unfairness and conflict of interest on Alberta’s eight Metis Settlements. In 2007, I was appointed as Alberta Metis Settlements Ombudsman by the Minister of Aboriginal Relations. On June 15, 2009, we suffered the devastating loss of our son, EPS Detective Todd Gary Jones, to suicide. As part of the recovery process and focusing on turning a negative into a positive, our son, Trevor, along with Todd’s friends, colleagues, Joanne and I, hosted the Todd Jones Memorial Golf tournament in 2010, which raised almost $8000. In March, 2011, I was asked to join the Board of the Veterans’ Assistance Program as the Chairman. The money raised at our son’s memorial golf tournament was contributed to the VAP. Since retiring, I have served on numerous volunteer boards and committees, primarily with the Crime Stoppers Program and the Edmonton YMCA. In 2010, I was honored to receive the Edmonton and Northern Alberta YMCA Volunteer of the Year Award. I look forward to continuing my volunteer work by being the Past Chairman of the VAP.

Carol Wagar

After graduating from Acadia University in 1974 with a BBA and BEd, I joined Revenue Canada Taxation working as an auditor in the Vancouver, Regina and Edmonton offices and as a tax instructor in Ottawa. I joined the EPS in 1980 as Budget and Payroll Director and was later promoted to Director of Finance and Supply Services Division. I was a member of RTC 85. In 2004 I was promoted to CAO and retired in 2007. I was an Assessor with the Commission on Accreditation for Law Enforcement Agencies (CALEA) and on the Advisory Board for the Canadian Police Research Centre (CPRC). I’ve had the privilege of serving as a board member with numerous organizations such as the YMCA, WIN House, Wellspring Edmonton, and Tourette Syndrome to name a few. My husband, Greg and I, now spend the majority of our time at our cabin in Pigeon Lake. Over the years we’ve enjoyed snowmobiling especially in the mountains, motorcycling, seadooing. winter trips down south and golfing.

John Rutledge

My name is John Rutledge. I joined the EPS on Nov 22, 1976 with Class #44 and retired in March, 2008. I spent my 31 years in Cells, Ident and Patrol. I also attended the Grande Prairie AADAC Center in 2005 and overcame alcohol dependence. In retirement, I am involved with the EPSVA Health and Welfare committee, attend VAP meetings, and work part time in EPS Communications. Drena is my wife of 26 years. We like spending time with children and grandchildren and being in the outdoors and camping with Haggis our dog.

Kim Woolgar

After graduating in Photographic Technology at NAIT in 1974 I worked for a brief time at the University of Alberta in medical research. I then returned to NAIT for two years as a Photo Lab Technician, before being hired by the then Edmonton Police Department on June 21, 1976. I was hired as a Photo Lab Technician, working in the Forensic Unit. My main responsibilities were to run an in-house photofinishing lab, as well as doing public relations photography. Over 38.5 years, thousands of photos later, plus the ushering in of digital photography, I left EPS for retirement. A week before I retired, I was asked if I would be interested in working as a contract employee. Now I am starting my 47th year in photography with the EPS; having photographed nine chiefs and 111 recruit training classes and still counting. As an Honorary member of the Veterans Association, my role with the Veterans Assistance Program is to work on the Absent Friends portion of the web site and occasionally supply needed photography.

I was a member of Edmonton Police Service from July 3, 1979 - August 22, 2005. I was in a variety of units within my career - Patrol, Street Crimes, Armed Robbery Section, Original member of Air 1. I was a Crisis Negotiator for over 10 years. I was at Henwood Addiction center at the age of 22. I have been sober for over 38 years. I am an original board member of the VAP and currently help run the Peer Support Group for the VAP. I have been married for 34 years and have 3 grandchildren
